FAIR
PLAY INTERPRETATION (as of 5/12/04)
Can
any action be taken against an individual or captain who enters or condones
entering at one NTRP level when the player’s actual skill level is at the
top of the next NTRP level or higher?
The
USA League Tennis Committee considers these acts to be a violation of the
standards of good conduct, fair play and good sportsmanship in accordance with
the provisions of 2004 USA League Tennis Regulation 2.02.
Accordingly, the following guidelines shall be implemented by all
sections to deal with these alleged violations.
As Grievance procedures apply to all national programs, the Mixed
Doubles Division is included in this process.
Self-rate
Guidelines and NTRP Characteristics are available on the USA League Tennis
NTRP web site and should be used as aids in correctly self-rating.
It
is the intent of the USA League Tennis Committee to identify and eliminate
self-rate violators as early as possible prior to or during the league season.
Toward this end, Local League Coordinators and captains are encouraged
to identify individuals who are seen to be at the top of the next level or
higher.
A
complaint may be filed before league play begins and through Sectional
Championships by a captain, coordinator or member of a championship
committee against the player and/or captain who enters or condones entering at
one NTRP level when the player’s actual skill level is at the top of the
next NTRP level or higher. (Example self-rates at 4.0 while playing ability
and history support a top of level 4.5 or higher.)
The
Section League Grievance Committee will have jurisdiction, augmented as
necessary by experts in NTRP ratings, and may ask the alleged violator to
complete the USTA Player Background History sheet and submit to the committee
for review. After review, and in
consultation with the NTRP experts who have augmented the committee, the
Section League Grievance Committee will take action, as they deem appropriate.
This action may include disqualification of the player to the top of
the next NTRP level or higher and penalties against the captain and others who
condoned the player’s inaccurate self-rating.
Play
during Grievance procedures:
An individual may continue to play during any grievance
investigation and hearing but must understand that if upheld, all matches
played during that time may be defaulted.
Play
during Appeal procedures:
If the grievance is upheld, the individual may not play during
his/her appeal process.
If
the grievance is denied and appealed by the filer, the individual may play
during his/her appeal
process but must understand that if the decision of the Grievance committee is
reversed, all matches played during that time may be defaulted.
If
matches are to be reversed, the section shall follow all the time and scoring
constraints listed under Regulation 2.02B(4) and 2.02C(4) Scoring of
Eligibility Disqualification. The
Section League Grievance Committee may establish additional penalties as they
deem appropriate including but not limited to disqualification, suspension
from league play or other league sanctions.
The section shall have the option to administer fair play grievances
prior to, during or after championship play.
The
Section League Grievance Committee decision may be appealed in accordance with
Regulation 2.03 of USA League Tennis Regulations.
